Develop effective Local Green Deals with ICC
Local Green Deals have the aim to align and integrate cities’ sustainability goals and strategies with the European Green Deal - encompassing eight thematic areas, with the net zero transition at its heart - and accelerate a movement from commitment to action.
Local Green Deals (LGDs) start from existing city strategies and achieve to boost the intervention and the collaboration with stakeholders at local level to reach the city’s green transition and sustainability ambitions.
LGDs can be understood on two levels:
- The city’s sustainability management as an organisational capacity.
- LGDs as an instrument, i.e., the single ‘deals’ as concrete, written agreements between the city and its stakeholders.
Across the two levels, four dimensions of the LGD will be covered during the ICC programme:
- ICC preparation phase:
- Collaborative governance through multidisciplinary values
- Integrated goals focused on the net zero transitions implemented coherently
- ICC implementation phase:
- Partnerships with local stakeholders in considering the private, public, community and voluntary sectors across the city.
- Action, together describing the instrument of the ‘deal’ in LGDs, being the written agreement that specifies actions, responsibilities, and intended impacts.
The ICC LGD Blueprint describes these four dimensions in detail by outlining the necessary 7 steps to implement LGDs.
- Developing the city internal structures and processes (Steps 1-3)
- Building the case
- Appoint a coordination team
- Identify existing commitment, strategies and action plans
- Interaction between the city and the local stakeholders (Steps 4-7)
- Lay the ground for LDG partnerships
- Assess the legal and fiscal framework
- Make the deal
- Monitor progress and promote results
ICC will support the participating core cities by means of training and coaching on the development of LGDs, based on the ICC LGD Blueprint.
