Velika Gorica is the largest city in Zagreb county – the county that surrounds, but does not include, Croatia’s capital Zagreb. The city of Velika Gorica is home to 31,341 inhabitants  which also makes it Zagreb county’s most populous city.  Velika Gorica is located just 16 kilometres south of the Capital and has Croatia’s largest and most popular airport.

Velika Gorica  was first mentioned in 1228., although area was inhabited since neolithic, trough roman age and in the Middle Ages. In the 20th century Velika Gorica had transformed from small place of less then 3000 to area with over 60000 inhabitants in the wider city area. Today Velika Gorica is modern city that, as it is stated in Strategy of Smart City, aim to creating comprehensive approach to developing,  initiating and implementing a smart city. It involved in-depth research which brought together findings such as the strategic priority areas of the "Smart City". These areas were: Smart Economy; Smart City Management through IT developments; Smart Traffic; Smart Quality of Life; Smart Security; and Smart Infrastructure and Energy. 2017 saw a push for “City as a Service” which was primarily aimed to reduce the digital gap through improving the provision of Internet access in the Velika Gorica. In 2020. City adopted Sustainable Energy and Climate Action Plan as key document for sustainable city development
